What are Limited Energy State Requirements?

Responsibilities of Training Agents

  • Pay apprentices appropriately (see "Wage Scales")
  • Pay monthly administrative fees
  • Inform the Limited Energy department of starting and ending dates of employment
  • Help Limited Energy meet its affirmative action goals by always providing equal opportunity employment
  • Maintain ratio requirements (see "Ratio")
  • Scheduling work for apprentices so that the apprentice is able to attend related training classes.  Apprentices are required to attend related training classes fall, winter and spring terms. 
  • Working conditions of apprentices shall conform to all state and local laws and regulations affecting their health, welfare, and safety.

Ratio
A training agent must employ the proper ratio of apprentices and journeymen when working a job. The ratio is:
1 journeyman : 1 apprentice

Wage Scale
Apprentice wages are based on a percentage of the average general journeyman's wage for Limited Energy training agents. Training agents are required to pay their apprentices a minimum percentage according to the apprentice's current period in the program.

Effective: May 1, 2009

Limited Energy Class B: $22.00

Limited Energy Class A:  $24.50

Mandatory Training Agent Meeting

Training Agents are required to attend mandatory training agent meetings as scheduled. Failure to do so may result in revocation of their training agent status.

How to Become a Limited Energy Training Agent

Becoming a training agent involves several steps:

First, there is an approval of all required documents and application material. Then the applicant undergoes a site-review; a physical inspection of the contractor's place of business and equipment. Upon submittal of all paperwork and completion of a site-review, the applicant is required to attend the next JATC meeting to become approved as a new training agent. 

To become a Limited Energy training agent, you must...

  1. Submit a completed training agent application packet by the 10th of the month
  2. Pay an application Fee of  $ 150.00 (non-refundable)
  3. Have a primary place of business in the jurisdiction of the Limited Energy program
  4. Be able to meet ratio 1:1 requirements for training apprentices
  5. Meet the requirements of a site review
  6. Have a Construction Contractors Board Registration (CCB# with non-exempt status), or A letter verifying CCB License exempt status (if applicable)
  7. Have a Oregon Electrical Contractors license, or A letter verifying CLE# or C# License exempt status         (if applicable)
  8. Have workman’s compensation insurance, or A letter verifying non-exempt workman’s compensation status (if applicable)

Traveling Training Agents

Approved training agents from outside of the portland metro jurisdictions must meetthe requirements listed above and also provide the following:

  1. A letter from the out-of-area apprenticeship program verifying that the employer is an approved training agent for a minimum of 6 months, and is currently in good standing with that committee prior to seeking traveling agent status with this committee.
  2. Contractors located outside the geographical area of the Committee who do a majority of their work within the geographical area of this committee may request training agent approval.  The Committee will ask the Director of ATD to grant exceptional training agent status to the company.  Only the ATD Director has the authority to make this decision

Committee Policies

Failure to comply with the apprenticeship and training policies of this committee will result in a review by the committee of the training agent’s status in the program

and may result in the training agent being removed from

the approved training agent list.  Loss of approved training agent status will result in all apprentices currently working for that employer being notified to place themselves on the out of work list within 30 days.
